The Education Cabinet Secretary Magoha has proposed Vice Chancellors to serve a single term of six years.

In the proposals, it prohibits individuals from serving a similar position in another public university.

“Term should be reviewed for CEOs and the deputies to be one term of six years non-renewable…a person who has served as VC will not be eligible to serve the same position in another public university,” reads a document from the ministry of education.

In the current, the law allows vice chancellors to seek a second 5-year term after first ends.

The proposal also suggests Public Service Commission be eliminated from the appointment process and be replaced by Education CS and university council.

The number of deputy VCs should be reduced to three  to reduce managerial expenditure, The documents states university council members be handpicked without necessarily through advertisement. “This is because it is not a full time employment,” reads an excerpt.

It also proposes chancellors be appointed by the president and selection by senate and other relevant authorities.
