Government To Issue IDs To Six-Year-Olds

Interior Secretary Karanja Kibicho announced plans to issue Identification Cards to six-year-olds under the Huduma Number program.

Kibicho stated that children will be given a number at birth that will be used to register them for the Minor Huduma Card when they reach the age of six.

The cards will be known as the Minor Huduma Card with the government set up to distribute the Huduma Smart Cards under the National Integrated Identity Management System (NIIMS) program.

“You get a birth notification when you are born, after which a birth certificate with a number is issued. At the age of six, you go to school where the Ministry of Education needs to register you under the National Education Management Information System (Nemis) and give you a Nemis number,” he said.

Children born after the roll-out will receive an unique birth number that will be used for school registration, registration for the Minor Card and application for the National Identify Card.

Kibicho added that the cards are given to six-year-olds because the child’s facial biometry is already well established and can therefore be captured.

The cards will contain the child’s unique identifier, which will be a number, which will be limited below 18 years of age.

Back in 2019, children over six years of age registered for the Huduma number using only their birth certificates and fingerprints.

In order to access government services, different Huduma cards will be provided to foreigners and refugees under the program.
