The latest report of the Independent Policing Oversight Authority identifies GSU, Anti-Stock Theft, Tourist Police, Railways, Administration Police, ATPU, Marine police, KAPU, and APS-OPS as the units lacking electricity.

It says that while most of them are connected to electricity, some still use lamps and dry cells for lighting.

Thirty-one of the inspected units had tents for housing “but not all were habitable especially during harsh weather periods.” Four of them were mud-walled and in deplorable conditions.

It was announced in 2018 that the housing allowance for officers would be  Sh18,000 but this was later reduced to Sh9,000.

The National Treasury had agreed to pay house allowances to 70,000 junior officers who were expected to vacate government houses and police stations in an effort to address the housing crisis and also empower the officers to own homes.

This turned out to be an arrangement for general duty officers. It is not clear whether specialized duty ones were covered.

The Ipoh document, which was released last month, also shows that only 46 of the installations “had enough supply of bulletproof vests, anti-riot gear, batons, helmets, and shields.”

It says that in terms of security, only 22 premises had secure perimeter fences.

Forty-five of the premises had sentries securing them. The rest were exposed despite being having specialized mandates.

Lack of and inadequate vehicles in police stations has remained unaddressed for a long time with complaints that the public is asked to provide either their own vehicles or fuel police cars during emergencies.
